The tasks of the managing authority are covered by Division Z3 managing authority of the European Regional Development Fund, European Economic and Structural Policies of The Senator for Economic Affairs, Labour and Europe. The ERDF managing authority bears overall responsibility for implementing Bremen’s 2014–2020 ERDF programme and for the projects realised under the programme.
The smart specialisation strategy S3 is the basis for Bremen’s 2021–2027 ERDF programme with the Specific Objective Strengthening research and innovation capacities and introducing advanced technologies (SZ i). The current S3 for Bremen is the regional innovation strategy of Bremen (Innovationsstrategie des Landes Bremen 2030). Responsible for the administration of S3 and for LoS is:
The function of the ERDF certifying authority is fulfilled by the ERDF Certifying Authority section in the Budget Division of the Senator for Economic Affairs, Labour and Europe. The ERDF certifying authority must be functionally independent of the managing authority and the audit authority. It is charged with certifying the expenditure statements and the payment applications before they are sent to the European Commission and thus with confirming that the expenditure statements are true and are based on reliable accounting procedures and verifiable documentation.
The audit authority must be functionally independent of the managing and certifying authorities; it scrutinises whether the management and control system functions effectively. To this end, it undertakes controls on all parties (from the offices of the Senator to the bodies responsible for the projects) and where appropriate makes recommendations for improvements to the system. It reports annually to the EU Commission on the outcome of its examinations.
The function of the ERDF audit authority is assigned to the Senator for Finance.
